Why can't individual investors buy at low prices during a crash?

It seems like whenever there is a giant drop like this morning I log onto my brokerage firm to buy more shares but the thing is clogged up. So when the order finally does go through the price per share is back up to before the drop.

So... who is able to buy at the very bottom and why can't individuals do that?
