How Can People Not Cheat On Call/Put Games

I'm looking to make a call/put game on top of a casino's bankroll. So players can guess if it will raise or lower after a certain amount of games. But I need to think about it a lot more because if I did it as originally planned people can cheat. What's stopping a majority share holder to cheat on a call/put game in the stock market?
