How bearish is the stock market's low volatility?

a lot of people have mentioned that VIX is very low. there are 2 problems with VIX.

  1. VIX's history is extremely limited. only goes back to 1990
  2. VIX is not the stock market's volatility. it's essentially a derivative (calculated via puts and calls).

We calculated the stock market's standard deviation. there were only 4 other historical cases in which the market's volatility was this low.
