Is it valid documents for SEC?

Sorry if my question is strange for you but I know nothing about principle of SEC working (maybe because of I'm Russian).

You may be hear about Pavel Durov, Telegram and future TON ICO (yes, I know that it's not subreddit about crypocurrency). So today I learned that new TON Issuer Inc & Telegram Group Inc send documents to SEC about attracted 850 million dollars from private investors.

Since appearing first news about TON ICO I have thing that it's scam. In my question about validity of documents I mean the following: does this documents make any sense now or each company can send some documents to SEC for approving it?
