Why TGTX is in buy zone?

Hello there,

A while ago I bought TGTX for 14.6. Since then it went down to ~12 ~13 and has been there going up and down.

Yahoo Finance shows that 3 analysts say to strongly buy it, and 2 say to buy it. In overall, it's in buy zone (<2). The company reported loss in the past several quarters and there's no outstanding positive news about it. Though, the average target price is ~29 dollar (more than double the current price).

I'm wondering how they calculate these numbers? Are these numbers reliable or should I just get rid of it and buy some other stocks that are in dip? Does anyone know about TGTX?
