Is Dow Jones about to break out?

Nasdaq broke through resistance no problem and now the S&P500 got past their peak from early 2018 but the Dow Jones is still struggling.

Is this bull exhaustion and a sign that the Dow is entering a bull market or is it going to break out like the everything else?
