Why is management investing in Zedge?

Hi all, I'm completely new to stocks and slowly learning about how they work. Anyway, to the point, I happened across Zedge (ZDGE) the other day while browsing social media and tech stocks. They went public in 2016 and have been pretty stagnant ever since, however I noticed in related news articles that the director of the company has been consistently buying shares almost daily for the last couple months.

My question is, what are the reasons one would do that? Is it normal for insiders to invest heavily in a new company as they get it started, OR does it mean something big may be about to happen with the stock? Or is it something else entirely?

Further, is this a signal that a stock could be a good speculative buy?
