Is cutting your losses and selling the low the same as holding what you have a buy more on the low?

I I’m down 5% and see the stock (PLM) going down. Do I sell now and buy in on the low or keep the stock?

-Have any input on the mining company that is on its way to getting permits signed in Minnesota?
