What happens when Cushing is full?


Bloomberg says they have 39 M barrels there as of Jan 23, increasing at a rate of 2 M/week.


According to this page I found (http://ift.tt/1K6N9QP) the total capacity of the Cushing facility is 46 M. Out of this 46 M total capacity, there is some inflexible "shell" capacity that they need to leave open - around 20%.


I have found other data that seems to contradict the first page - storage at Cushing peaked in 2013 at around 50 M barrels (http://ift.tt/1zCtOHG).


How can I find out which producers are storing oil here?
