CIEC has been dormant for years as essentially a shell stock. Shell stocks can become new companies when someone buys the shell / merges their company into the existing company. One of if not the very first step if you are 'dormant' is getting up to date with the State. CIEC was "reinstated" and shared a new annual list of corporate members today 4/25.
