What is the information in this website really saying. There are a lot of terms that I don't understand.

I'm new to this. I'm still researching everything and trying to gather info and learn the basics, but I don't understand this. Also, I have a mother question...what's the difference between an index fund and an etf? Is this the right page to invest?
